Asia-ISAC Threat Intelligence CTI Platform

These Terms of Service ("Terms") govern access to and use of the Asia-ISAC Cyber Threat Intelligence Platform (the "CTI Platform").

The CTI Platform is made available by Asia Information Sharing & Analysis Center Limited ("Asia-ISAC") to eligible corporate members of Asia-ISAC only. The CTI Platform itself is owned, hosted, operated, supported, and managed by an independent third-party Cyber Threat Intelligence provider (the "CTI Platform Provider").

By registering for, accessing, or using the CTI Platform, you agree to these Terms. If you do not agree, do not access or use the CTI Platform.

1. Who These Terms Apply To

These Terms apply to:

  • Asia-ISAC corporate members that are approved to use the CTI Platform;
  • Employees, contractors, and authorized representatives of those members who are given access; and
  • Any person using the CTI Platform on behalf of a member organization.

If you use the CTI Platform on behalf of an organization, you represent that you are authorized to bind that organization to these Terms.

2. Purpose of the CTI Platform

The CTI Platform is provided to support cyber threat intelligence sharing, analysis, collaboration, and related security purposes among Asia-ISAC members. The CTI Platform is intended for professional and lawful cybersecurity use only.

3. Membership Requirement and Eligibility

Access to the CTI Platform is limited to current Asia-ISAC members in good standing. Asia-ISAC may approve, deny, suspend, or revoke access at its discretion, including where:

  • Membership has expired or been terminated;
  • The user no longer has a legitimate business need for access;
  • The user or member organization violates these Terms, Asia-ISAC policies, or applicable law; or
  • Continued access could create legal, security, operational, or reputational risk.

4. Relationship Between Asia-ISAC and the CTI Platform Provider

Asia-ISAC makes the CTI Platform available to eligible members, but the CTI Platform is provided through a third-party CTI Platform Provider. Accordingly:

  • Asia-ISAC does not own the underlying technology CTI Platform;
  • The CTI Platform Provider may host, process, transmit, store, and secure CTI Platform data on Asia-ISAC's behalf or under its own service arrangements;
  • Operational, support, technical, and security functions are performed by the CTI Platform Provider; and
  • Use of the CTI Platform may also be subject to the CTI Platform Provider's technical rules, acceptable use requirements, and security controls.

5. Account Registration and Security

You agree to:

  • Provide accurate and current registration information;
  • Keep your login credentials confidential and use strong passwords/multi-factor authentication;
  • Promptly notify Asia-ISAC or the CTI Platform Provider of any suspected unauthorized access; and
  • Ensure that users from your organization stop using the CTI Platform when they are no longer authorized (e.g., upon leaving the company).

6. Acceptable Use

You may use the CTI Platform only for lawful internal business purposes related to cybersecurity. You must not:

  • Use the CTI Platform in violation of any applicable law, regulation, or sanctions restriction;
  • Attempt unauthorized access to the CTI Platform or other users' accounts;
  • Reverse engineer, decompile, or attempt to extract source code from the CTI Platform;
  • Copy, scrape, harvest, or commercially exploit the CTI Platform or its content; or
  • Share access with anyone outside your organization or with non-members of Asia-ISAC.

7. Information Shared Through the CTI Platform

The CTI Platform allows users to upload, submit, and share indicators of compromise, malware samples, reports, and other cybersecurity materials.

Important Sharing Notice: By submitting threat intelligence or content to the CTI Platform, you acknowledge and agree that such submissions are shared with all Asia-ISAC members and the third-party CTI Platform Provider to facilitate collective defense and CTI Platform enrichment.

You represent and warrant that you have all necessary rights and permissions to share such content. You should not submit:

  • Classified or export-controlled information where sharing is restricted;
  • Personal data beyond what is strictly necessary and lawful; or
  • Information subject to contractual restrictions that prohibit such sharing.

8. Ownership of Content and Limited License

As between you and Asia-ISAC, you retain ownership of content you or your organization submit. By submitting content, you grant to Asia-ISAC and the CTI Platform Provider a worldwide, non-exclusive, royalty-free license to host, store, reproduce, transmit, analyze, and process that content for the purposes of:

  • Operating the CTI Platform and providing support;
  • Cybersecurity analysis and threat intelligence enrichment;
  • Facilitating intelligence sharing among all Asia-ISAC members; and
  • Improving CTI Platform functionality and security.

9. Confidentiality and Handling of Shared Information

You agree to:

  • Protect CTI Platform information using reasonable administrative and technical safeguards;
  • Comply with all data handling labels (e.g., Traffic Light Protocol / TLP) attached to information;
  • Not disclose non-public information obtained through the CTI Platform to unauthorized persons; and
  • Not publicly attribute intelligence found on the CTI Platform to Asia-ISAC, the CTI Platform Provider, or other members without express written permission.

10. Data Protection and Privacy

Use of the CTI Platform may involve the processing of personal data (such as account details). Asia-ISAC and the CTI Platform Provider may process data for account administration, security monitoring, and service improvement. Because Asia-ISAC is an international community, data may be processed in multiple jurisdictions subject to applicable safeguards.

11. Monitoring and Investigations

Asia-ISAC and the CTI Platform Provider may monitor use of the CTI Platform to maintain service quality, protect security, and investigate suspected misuse. Where legally permitted, Asia-ISAC or the CTI Platform Provider may suspend access or remove content if they reasonably believe it creates security or legal risk.

12. Intellectual Property Rights

The CTI Platform software, design, and features are owned by the CTI Platform Provider and/or its licensors. Asia-ISAC materials remain the property of Asia-ISAC. No ownership rights are transferred to you except for the limited right to use the CTI Platform as a member.

13. Availability and Changes

Asia-ISAC or the CTI Platform Provider may add, modify, limit, or discontinue any feature of the CTI Platform at any time. Neither Asia-ISAC nor the CTI Platform Provider guarantees that the CTI Platform will always be available or error-free.

14. Suspension and Termination

Asia-ISAC may suspend or terminate access immediately if:

  • You or your organization breach these Terms;
  • Your Asia-ISAC membership ends; or
  • Continued access presents a security or legal risk.

15. Disclaimers

The CTI Platform is provided on an "as is" and "as available" basis. To the maximum extent permitted by law, Asia-ISAC and the CTI Platform Provider disclaim all warranties, including accuracy, fitness for a particular purpose, and non-infringement. You are solely responsible for any actions taken based on CTI Platform content.

16. Limitation of Liability

To the maximum extent permitted by law, Asia-ISAC and its affiliates, officers, employees, agents, partners and licensors, and the CTI Platform Provider shall not be liable for any direct, indirect, incidental, special, consequential, exemplary or punitive damages, including without limitation, loss of profits, data, use, goodwill, or other losses, resulting from (i) your access to or use of or inability to access or use the services; (ii) any conduct or content of any third party, including without limitation, any defamatory, offensive or illegal conduct of other users or third parties; (iii) any content obtained from the services; and (iv) unauthorised access, use or alteration of your transmissions, content, whether based on warranty, contract, tort (including negligence) or any other legal theory, whether or not we have been informed of the possibility of such damage.

This limitation of liability section applies whether the alleged liability is based on contract, tort, negligence, strict liability, or any other basis, even if Asia-ISAC and the CTI Platform Provider has been advised of the possibility of such damage. The foregoing limitation of liability will apply to the fullest extent permitted by the Republic of Singapore law in the applicable jurisdiction.

Asia-ISAC's total aggregate liability shall not exceed USD 100 if liability is ever warranted by Singapore law.

17. Indemnity

You agree to indemnify and hold harmless Asia-ISAC and the CTI Platform Provider from any claims, losses, or expenses arising from your breach of these Terms or your misuse of the CTI Platform.

18. Governing Law and Dispute Resolution

These Terms are governed by the laws of Singapore. Any dispute arising out of or in connection with these Terms, including any question regarding its existence, validity, or termination, shall be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre ("SIAC") in accordance with the Arbitration Rules of the SIAC for the time being in force, which rules are deemed to be incorporated by reference in this clause. The seat of the arbitration shall be Singapore.

19. Changes to These Terms

Asia-ISAC may update these Terms from time to time. By continuing to use the CTI Platform after changes become effective, you agree to the revised Terms.
